WHAT IS IT?

Rendimento social de Inserção (RSI) is a social support provided by the government to families or individuals that are in a situation of financial hardships.

WHO CAN APPLY?

To have access to Rendimento Social de Inserção (Social Integration Income) you must meet the following conditions:

  • If you live by yourself, the sum of monthly income cannot be equal or superior to the value of RSI (189,66 €)
  • If you live with family members, the sum of monthly income of every member of the household cannot be equal or superior to the maximum value of RSI - The maximum value of RSI corresponds to the sum of the following values:
    • for each member of the household: by the holder - € 189.66 (100%) of the value of the RSI;
    • for each adult - € 132.76 (70%) of the RSI value;
    • for each minor individual - € 94.83 (50%) of the RSI value.

    STEP BY STEP GUIDE 

    You can request it at:

    • At Social Security counter with the documents mentioned above;

    • or through your Social Security Direct (online) through e-clic (on your page click in Perfil – e-clic - contactos).

    Once the process is accepted you can receive the subsidy by:

    • Postal Valley issued by CTT (Mail Valley);
    • Bank transfer.

    For more convenience and security, it is advised to be done by bank transfer, once money enters your bank account directly and is available immediately. Social Security guarantees a faster, safer payment, without delays and loss.

    You can adhere to payment by bank transfer through direct social security service or filling the MG2 - DGSS form

    DOCUMENTS REQUIRED

    - Valid IDs of all members of the household (citizen card or identity ticket, civil registration certificate, birth report, passport);

    - Taxpayer card for all members of household;
    - Photocopies of salaries in the previous month (if regular income), if variable income, photocopies of salaries in last 3 months;
    - Photocopies of proof of legal residence in Portugal, issued by a competent entity;

    For Citizens of EU, European economic space and third party states that have a free circulation agreement of persons in the EU: right of residence registration certificate issued by the City Council of the area of residence;

    For Citizens of other countries

    • Visa of temporary stay;
    • residency proof;
    • temporary residence authorization;
    • permanent residence authorisation issued at least on year prior. 

    - For Citizens with Refugee Status - with Title "Refugee"

    - If unemployed and have conditions to work, must be enrolled in the closest IEFP centre to home address.

    Exemption from Taxas Moderadoras

    When you are considered to have low income, you can request an exemption from taxas moderadoras of SNS (National HealthCare System), you do not need to be considered a candidate of RSI. This exemption is another subsidy. For that, you need to be part of a household considered to be in financial hardship. - Members of the National Health Service that are part of an aggregate in a situation of financial hardship.

    What does it mean to be in a situation of economic insufficiency?

    An aggregate is considered to be in a situation of economic insufficiency when its average monthly income, divided by the number of people to which the household is directed (for example, mom and dad) does not exceed 763.89 €.

    The limit value changes every year, because it corresponds to 1.5 times the value of the Social Support Index (IAS). The value of IAS in 2024 is € 509.26.

    It is also considered that:

    • to belong to the same household the individuals need to be included in the same IRS statement


    How to do it

    By Internet

      • Access the citizen area of the National Health Service Portal.
      • Authenticate yourself with your access data.
      • In the menu, choose “SNS Benefits> Exemption Moderate rates”.
      • Follow the filling instructions to request the exemption.
      • The request is analyzed within 10 business days. To find out if the exemption was assigned to him, he can consult the citizen area of the National Health Service Portal.

      At a desk - Citizen's Office of your Health Center or a citizen space that makes available the service

        • You need to have a valid identification document, SNS number, NIF, NISS.
