Transportation passes in Lisbon are called Passe Navegante. They can be used at any means of public transportation in the metropolitan area of Lisbon. There are different modalities of the card.
Navegante Metropolitano
It can be used in all areas and municipalities belonging to the metropolitan area of Lisbon including SetĂşbal.
The payment is monthly and there are different tariffs: regular, 4-18, sub23, Social+, Familia Navigeante and 3ÂŞ Idade/65+.
Getting a metropolitan pass is the most affordable and efficient way to get around Lisbon. The Navigeante passes are easy to refill and use. Other than the regular pass, there might be some modalities that are better suited for you.
Who can request family pass:
The family navigator is exclusive to households with tax domicile in the Lisbon metropolitan area (AML). Members of the household (minimum 3 members), with the same tax residence, located in one of the 18 AML municipalities, can benefit from the family passe navegante.
For the purposes of accessing the Family Navigator Pass, the applicant responsible for the household and the following people are considered to be part of the same household:
a) Spouse or person in a civil partnership, in the latter case for more than two years;
b) Relatives and the like, in a direct line (grandfather, grandmother, father, mother, father-in-law, mother-in-law, children and grandchildren), of the responsible applicant or the person who has been in a de facto relationship with him for more than 2 years;
c) Adopted and protected by the responsible applicant or the person in a civil partnership, as well as minors entrusted to them by judicial or administrative decision of entities or services legally competent for this purpose.

Sub23 | Is designated to students enrolled in school or universities older than 18 and younger than 24 years old. Sub23 has become free recently. |
Social+ | It is designated for members of households with proven low income, in Social Security. It is divided into two bonus tiers: Escalão A and Escalão B. - Escalão A: having Escalão A you will get a reduction of 50% of the cost of the transportation pass. Who’s part of Escalão A? A person that has Escalão A is either a beneficiary of the Solidarity Supplement for the Elderly or a beneficiary of Social Insertion Income (RSI – Rendimento Social de Inserção) Escalão B: having Escalão B you will get a reduction of 25% of the cost of the transportation pass. Who’s part of Escalão B? - Retired or pensioners with a monthly reform equal to or less than 1.2 the value of the Index of Social Support (IAS); - Beneficiaries of unemployment allowance or social unemployment allowance with a monthly amount equal to or less than 1.2 the value of IAS. - Families where the household members have a monthly income equal to or less than 1.2 the value of IAS. |
3ª Idade/65+ | Customers holding a Lisboa VIVA card with a Senior Citizen profile (+65 years old) can travel on Carris, the Lisbon Metro and the CP* urban area for just €15. |
Family metropolitan navigation | Will allow all members of the household to use all regular public passenger transport services in the 18 municipalities of the Lisbon metropolitan area, paying, at most, the value of 2 metropolitan navigation passes – €80. |
Family municipal navigation pass | Will allow all members of the household to use all regular public passenger transport services, within the geographical limit of the municipality selected by the household, among the 18 municipalities that make up the Lisbon metropolitan area, paying, at most, the value of 2 municipal navigation passes – €60. |
You can request your first passe navegante online, at a counter (Espaço Navegante) or at a Ponto Navegante (a yellow machine in).
When applying for a passe navegante that is not the regular one, you must apply for it face-to-face at a counter - Espaço Navegante.
The cost to issue passe navegante is at all times paid (this excludes the cost of monthly travelling 30 euros, etc). The cost is the following:
Within 10 working days:
Normal - 7 euros
Social + -7 euros
Retired and pensioner – 7 euros
sub18 and sub23 - 3.5 euros
If applying with urgency (one business day):
Normal – 12 euros
Social + - 12 euros
Retired and pensioner – 12 euros
sub18 and sub23 – 6 euros
For all types of passes you need:
- Identification document presentation: Identity Card/Citizen Card, Passport or Residence Authorization;
- NIF number;
- Original Pass Color Photograph, with a smooth background, with uncovered head and no sunglasses.
For the specific passes you may need more documents.
For 4-18 and Sub23 pass:
Registration declaration issued by the school, valid for the current school year, which proves that it is not covered by the School Transport established by DL No. 299/84, of 5 September, as well as being the beneficiary of school social action and , if so, what is your EscalĂŁo;
- Both of these passes are free of cost.
For Social+:
Copy and original of the applicant's civil identification card (Citizen Card, Identity Card, Passport or Residence Permit);
