Article 80 - Required Documents for Permanent Residence Permit

 You must have a Temporary Residence Permit for at least 5 years;

Permanent Residence Authorization Request Form (filled out and signed) - the form can be found here

Absence of a conviction of a crime sentence punishable by a prison sentence of more than 1 year in the last 5 years of living in Portugal.

You must have proof of means of subsistence - "Means of subsistence" means stable and regular resources sufficient for the migrant's essential needs and, where appropriate, their family, namely for food, accommodation, health and hygiene care. The criteria to determine means of subsistence is based on the minimum monthly salary - currently at the time of writing - 820€ per month (PCM Regulatory Decree n.º 107/2023, of the 17th December), minus any social security deductions, with a per capita increase for each family unit:

    • First adult 100%;
    • Second adult and additional adults 50%;
    • Children and young people under 18 years of age and non-minor dependent children 30%

    Two identical passport-size color photos with a plain background, updated and in good identification conditions (if the appointment is made at AIMA stores in Odivelas or Aveiro)

    Passport or another valid travel document

    • Be aware to have all your travel documents valid within a reasonable amount of time to get all your immigration affairs sorted.

    Declaration of the residential address, stating the terms under which the applicant resides at the indicated residence (e.g., owner, tenant, subtenant); and

      • If you or the applicant live at the address as an owner or tenant, you must provide a land registry certificate or access code to prove ownership or tenancy.
      • If the applicant lives at the address as a tenant or lessee, among other situations, a statement from the landlord or hosting entity explaining the legal basis for the right to use the property will be needed

      Proof of compliance with tax and social security obligations

      • You must have all your contributions up to date

      Proof of basic knowledge of Portuguese, by providing:

      • Certificate of qualifications issued by a Portuguese official or private cooperative education institution recognized by law, or;
      • In the case of a person who attended an official or private cooperative education institution recognized by law in a Portuguese-speaking country, a certificate of qualifications issued by that educational institution, or;
      • Certificate of completion of the basic Portuguese course issued by Instituto do Emprego e Formação Profissional (IEFP), or;
      • Certificate of completion of the basic Portuguese course issued by an officially recognized public or private educational institution, or;
      • Certificate of basic Portuguese knowledge, through a test at a Portuguese Centro de Avaliação de Português Língua Estrangeira (CAPLE), recognized by the Ministry of Education and Science, or;
      • Certificate of completion of level A2 or higher in Portuguese Language of Welcome course, promoted by public education institutions.
