The current Immigration Plan aims to correct entry rules in Portugal, resolve operational incapacities of AIMA , reassure systems of border control and integrate migrants in a better, efficient way.
It applies to all immigrants coming to Portugal that will now need a work visa to enter the country and no longer can regularize their situation inside Portuguese borders.
Exceptions only apply to those migrating for humanitarian causes. This means that only very specific cases such as serious health concerns, family reunification, asylum(...) will be able to regularize their immigration process without a work visa.
What are the changes and policies integrated in the new Plan of Action for Migrations?
1. Regulation of Migration
- Eliminate "Manifestations of Interest": No more applications under this category.
- Prioritize Entry for Specific Groups: Family reunification, young students, and qualified professionals.
- Mission to Address Backlog: Resolve over 400,000 pending "Manifestations of Interest".
- Relocate and Integrate Protection Beneficiaries: Better integration for asylees and refugees.
- Expand and Build Temporary Centers: Increase capacity and establish new centers.
- Speed Up Judicial Processes: Accelerate migration and asylum cases, with police handling deportations.
- Combat Human Rights Abuses: Form a team to address issues like sex trafficking and labor exploitation.
2. Attraction of Foreign Talent
- Targeted Human Capital: Attract skilled professionals aligned with national needs.
- Recognition of Qualifications: Improve processes for recognizing foreign qualifications.
- Attract Foreign Students: Encourage enrollment in Portuguese universities.
3. Improved Integration
- Increase Reception Capacity: More places in reception centers, including new municipal centers.
- Promote Professional Integration: Help migrants enter the job market.
- Expand Language Courses: More Portuguese language classes and learning resources.
- Healthcare Access: Ensure migrants can use the National Health Services (SNS).
4. Institutional Restructuring
- Restructure AIMA: Reorganize internal structure and roles.
- Transfer Residency Services: Move IRN's residency renewal services to AIMA.
- Increase Face-to-Face Services: More in-person services for migrants (NIF, NISS, NNU).
- Invest in Migrant Associations: More funding and support.
- Improve CLAIM Efficiency: Enhance response times and support at Local Centers for Migrant Integration.

Does this affect my Manifestation of Interest? | No, it doesn't affect. Those who have already done their Manifestation of Interest will not be affected. The processes will now be handled by the mission to speed up the responses. |
I have arrived in Portugal and have not done my Manifestation of interest. What should I do? | Currently, there is no way to regularize your status without a work visa. We recommend immigrants to come back to Portugal with a work visa. |
What if I fled my country for humanitarian reasons? | Refugee causes for migration are exceptions, such as war, health concerns, family reunification, asylum, etc. In that case, you may not need a work visa and may need assistance from international security services such as CPR and UNHCR. |
My children are studying in a Portuguese school. Can we even live there without a work visa? | This can have different outcomes, in which you might want to clarify with your lawyer. Children must be, at least 3 years old, preferably, should be older than 6. Depending on each case, it may be possible for families to stay in Portugal due to children's right to education. |
